Don is President and Chief Executive Officer of International Surveillance Technology, Inc, which is NIA’s parent company. Don received his B.S. degree in Accounting and an MBA in Finance from Concordia College and MBAs in Global Technology Management and in Marketing from American Intercontinental University. A decorated combat veteran (Grenada Invasion), Don served as a military police officer in the US Army’s 82nd Airborne Division and the XVIII Airborne Corp’s S-2 Unit of HHD, 503rd Military Police Battalion (ABN); honorably discharged at the rank of Sergeant (E-5). . |

Lewis has over 25 years of experience serving the law enforcement & intelligence communities with their surveillance equipment and training needs. Lewis has been with IST since 1994 and plays a key role in maintaining strategic government relationships. Lewis earned his undergraduate degree at Florida International University. |

Rex Gibson; Director |
|
A retired Lieutenant Colonel; Rex served 20-years in the U.S. Air Force and has a broad base of experience in military operations and training. Rex graduated from the U.S. Air Force Academy in 1986 earning a BS degree in Human Factors Engineering. Rex also holds an MA degree in Human Resources from Webster University and a second Masters degree in Military Operational Art and Science from the US Air Force Air University |

Robert Coleman
Lt. Robert Coleman is a 26 year law enforcement veteran. He has served in a variety of assignments including investigations, State Police drug unit, and the Drug Enforcement Administration. Bob has spent his last sixteen years assigned full time to the DEA based in Chicago. He has extensive undercover experience working in a variety of capacities and has testified as a qualified expert in federal and state court on investigations conducted by the FBI, ATF, DEA, Customs and Chicago Police Department concerning undercover operations, informant management, money laundering operations, transporter operations, surveillance operations, coded language used in electronic surveillance, concealed compartments and wholesale, distribution and user quantities and prices of controlled substances. Bob holds technical operations responsibilities in his assigned DEA unit and has conducted numerous court authorized covert installations. He is a member of the Associated Locksmiths of America and holds certification in Illinois as an Electronic Criminal Surveillance Officer II and is a NATIA Certified Technical Investigator. Bob teaches several Technical Surveillance courses and the Advanced Undercover Operations course at the National Intelligence Academy
Bob holds a BA degree from Governors State University and is a graduate of DEA’s Drug Unit Commander Academy and the FBI National Academy.
Brian Davis Los Angeles Police Department, SIS (Retired)
Brain Davis’s accomplished 35 year career with Los Angeles Police Department include 30 years experience in criminal surveillance and crime scene analysis with 19 years as team supervisor, including nine years of homicide investigations and general crime investigations. Brian was awarded throughout career with medals and commendations for the resolution of difficult and highly sensitive cases through the means of surveillance.
As Supervisor of LAPD’s elite Special Investigation Section (SIS), Brian Davis was often involved in very sensitive criminal investigations, some of which claimed worldwide publicity. As a result of the specialized skills of SIS, Brian participated in the arrest of some of the most notorious criminals in U.S. history. Brian has regularly taught classes and procedures related to criminal surveillance to not only LAPD’s law enforcement professionals, but also to members of other police departments throughout California and across the United States.
Brian Davis has trained U.S. Navy Seal Teams, U.S. Marine Force Recon, U.S. Army Delta Force, the Federal Bureau of Investigation, and the Secret Service on criminal surveillance procedures. Training sessions included classroom teaching, discussion, and practical application in mock field operations. Brian is currently a Senior Law Enforcement Consultant with International Surveillance Technology, Inc and an Instructor for the National Intelligence Academy.
Robert W. Duman, CML
Bob Duman is a retired officer from the Cleveland Police Department, Ohio where he served in various capacities for 30 years. In 1972, he was assigned to the Tactical Unit as a counter sniper and entry specialist. In 1978 he became one of the original members of a 30 man, full time, Special Weapons and Tactics (S.W.A.T.) Unit, where he was a Squad Leader and Entry Specialist and still holds membership in National Tactical Officers Association. Bob also had primary responsibility for covert and surreptitious entries as well as lock and safe work for his department, which included forcible raid entry and silent entry for barricade and hostage situations. Every bureau and unit in the department utilized his skills and knowledge.
Bob teaches a series of courses at the National Intelligence Academy on Covert Neutralization of Locking Devices. Bob Duman is one of only 700 world-wide Certified Master Locksmiths. Nationally recognized for his expertise, Bob is regularly called upon to assist the Department of Homeland Security, ATF, DEA, IRS and other law enforcement agencies in their investigative operations.
Sean Fregoso Special Agent Sean Fregoso is a 13 year law enforcement veteran. Sean began his career several years ago as a Deputy Sheriff, serving three years before being accepted to the Virginia State Police Academy. After severing three years as a patrol trooper, Sean was promoted into the Bureau of Criminal Investigation as an undercover gang specialist. Sean worked undercover and infiltrated street gangs resulting in numerous arrests and successful prosecutions. Sean was then transferred to the bomb and arson investigation unit where he investigated/responded to suspicious fires and hazardous device calls, including possible terrorist related incidents. After a short run in the bomb program, Sean was promoted into the Virginia State Police Technical Services Division. Sean is an expert in covert video applications as well as microwave and IP based video. Sean is a graduate of several Technical Surveillance courses at the National Intelligence Academy and federal training centers.
Sean graduated with a Bachelor of Science degree from the University of Richmond with a major in Human Resource Management and a minor in Leadership studies. Sean then earned a post graduate certificate in executive leadership studies from the University of Virginia (UVA). Additionally, Sean graduated from Virginia Commonwealth University with a Master of Science degree in Criminology. Sean is a certified criminologist and is also recognized as a subject matter expert and an expert witness.
Kevin Harrison
Kevin Harrison is a Registered Professional Technologist (Eng.) and has been serving the Edmonton Police Service as an Electronic Surveillance Specialist for 20 years. Kevin has completed numerous courses at the National Intelligence Academy, the Royal Canadian Mounted Police and the Canadian Security Intelligence Service. He has been teaching surreptitious electronic surveillance equipment installation and countermeasures for 15 years.
Kevin has a diploma in Electronics Engineering Technology from Northern Alberta Institute of Technology and a Certificate in Management Development for Police Services from the University of Alberta.
Thomas Kirk
Thomas Kirk’s 24 plus years in law enforcement include being the founder and first Bureau Commander for the West Virginia Bureau of Criminal Investigations and serving as Superintendant of the West Virginia State Police. Thom is presently the Director of the Intelligence/Fusion Center as part of Homeland Security in West Virginia. He is also Chief Counsel for Military Affairs and Public Safety in West Virginia. Thom’s qualifications also include formerly working as a Special United States Attorney and Assistant State Prosecutor. He has taught at a number of Universities as well as teaching police officers from Maine to Florida. Thom has been certified as an expert witness in both federal and state courts in seven states in the areas of undercover operations, drug investigations, organized crime, police administration and major case felonies. Thom teaches the Interviews, Interrogation and Deception Detection course at the National Intelligence Academy.
Thomas Kirk is a graduate of the West Virginia University College of Law, FBI Executive Institute, Northwestern School of Staff and Command, Naval Post Graduate School, and the Washington School of Protocol and Etiquette.
Richard A. Pomager, Jr.
Rich Pomager is a retired Colonel in the US Army Military Police Corps. He served tours of duty in Vietnam, Germany, Korea and Iraq. His operational duties included assignments as Provost Marshal, and as Battalion and Brigade commander. In 1980, he joined the Army staff with responsibilities for special weapons security policy and oversight with a follow-on assignment to the Secretary of Defense staff. He instructed at both the US Army War College and the Joint Staff College where he became the Dean of Faculty. His combat experience included tours in Vietnam and Desert Storm. Upon retirement, Rich took a position in higher education as the Director of Public Safety at the California University of Pennsylvania. He advanced to the University of Scranton as Director of Public Safety. In 2004, Rich began teaching courses in criminal justice as an adjunct faculty member at Keystone College. He developed a course on the evolution of terrorism with a focus on problems posed by terrorist today. The course was accepted for instruction at both Keystone College and the University of Scranton. Rich now teaches the Terrorism and Homeland Security course at the National Intelligence Academy.
Rich received his Bachelor of Science degree in Education at Pennsylvania State University and a Masters degree in Criminal Justice at Sam Houston State University. He completed the Seminar on National Security at the John F. Kennedy School of Government at Harvard University, and is a graduate of the National Academy of the Federal Bureau of Investigation.
Edward J. Werder
Mr. Ed Werder has 30 plus years of law enforcement experience. Ed held the executive position of Chief of Police in three agencies as well as Chief of Staff in full-service Sheriff's Offices in two counties in Florida. He also served as a Professor at a Community College and an adjunct professor and facilitator/lecturer at eight universities in five states. He is a published author in The Police Chief, two chapters in The Police Manager, The Beretta Leadership Bulletin, The Florida Police Chief and others. Mr. Werder was also a CALEA assessor and team leader for more than 20 years. Mr. Werder started a police agency from inception, transformed another from a troubled agency into one of the city's strongest components of government service, and served as the chief operating officer of a 6,000 member agency. Mr. Werder teaches Police Leadership topics at the National Intelligence Academy.
Ed Werder holds a MA in Management from Florida International University and a BA in Criminal Justice from Florida Atlantic University. Additionally, Mr. Werder has completed all course work towards a Doctorate Degree in Public Administration from NOVA Southeastern University.
Larry Winston Los Angeles Police Department, SIS (Retired)
Larry Winston’s 30 years of service with the Los Angeles Police Department include 17 years with LAPD’s elite Special Investigations Section as a Detective II, Supervisor. Larry also served 6 years in a deep, long-term, undercover investigation of terrorist organizations, providing surveillance, management of confidential informants, and reporting on criminal activities and plans for terrorist activities. With over 20 years experience as a case carrying detective, Larry is an expert in all phases of criminal investigations, criminal surveillance, the use of informants, and interrogation techniques. He has vast experience with investigating of all types of felony crimes; including but not limited to robbery, murder, auto theft, burglary, extortion, kidnapping, and narcotic offenses. Larry Winston has over 1600 hours of roll call and in service training to Los Angeles Police personnel. Instruction also includes other police agencies throughout the state of California, and numerous police departments throughout the country; including federal agencies and the United States Military. Course topics included surveillance techniques, tactics, officer survival and case preparation. Larry has earned basic, intermediate, and advanced certificates in training from the California Department of Justice, Commission on Peace Officer Standard and Training (POST). Larry is currently a Senior Law Enforcement Sales Consultant with International Surveillance Technology, Inc and an Instructor for the National Intelligence Academy. Larry’s extensive experience has enabled him to expertly advise many law enforcement agencies and specialized military units in covert surveillance techniques and tactical arrest procedures of armed suspects.
